Can Obama Hire Czars?

I had know idea that the president could create new seats in his cabinet. My question is what in the world is a czar? Hmm? I think they're someone who the president hires, so he can spend our money.

On a serious note, a czar is someone who does the president's job. That's right! Our president is too lazy to do his job.
